Bug Description

Contrary to 1.0.15-9ubuntu6 on breezy, the dapper version is missing the following files:

etc/hotplug/blacklist.d/libsane
etc/hotplug/usb/libsane.usermap
etc/hotplug/usb/libusbscanner

so only root can access the scanner (unless the /proc/bus/usb/<channel>/<device> permissions are manually changed - and that only lasts until a new plug or reboot of the system).

Copying from the breezy version solves the problem.

Only verified/tested in i386.
