Firestarter Menu entries - Dapper Beta 2

Bug Description

When you install Firestarter it creates 2 menu entries. One in Applications/Internet and the other in System/Administration. I think that only the second one should be created because your need admin rights to execute it.

not really a dupe of Bug #42452, but both could be fixed in one go.

Confirming that in Dapper Flight 7 + daily updates, two entries are still added to the menu.

On edgy there are no firestarter entry in Applications/Internet menu.
