acpi -V reports "not charging" while on AC, but it charges

Bug Description

Sorry I won't be able to give much info, bc I donno how to. Please let me know if you need more output or anything.

This is an hp pavilion zv5120us

acpi -V reports:
 Battery 1: charging, 99%, **charging at zero rate - will never fully charge.**
     Thermal 1: ok, 53.0 degrees C
  AC Adapter 1: on-line

However, battery IS charging, very slowly though.

Can you please attach /proc/acpi/battery/BAT1/state and /proc/acpi/battery/BAT1/info ? (Replace BAT1 if needed)
