[ia64] Failure to mount root filesystem after install

Bug Description

After successfully completing an install of Dapper Drake (20060525) onto
an HP rx3600 (ia64), it fails to find the root partition when booting.
The system has 10 hard drives (sda-sdj) and I'm doing the install onto
/dev/sda. When comparing the partitions at the end of the install with the
partitions from the failed boot, it appears that the drive the installer
saw as sda is now sdd. This is almost definately caused by the drivers
being loaded in a different order.

This is an installer problem... the ordering of the initramfs is usually "correct" (modulo the known udev bug)

The installer has loaded the module for 0000:23:01.1 before 0000:14:01.0

The initramfs has loaded them in the opposite (and correct) order

We didn't add UUID to either sparc or ia64 or hppa because we still don't know if the bootloader can actually handle it so it is still an issue that needs to be addressed.

I would test this, but there isn't an ia64 build for intrepid:
