Filenames containing % (and possibly other special characters) cannot be accessed from Librarian

Bug Description
I ran into a problem with bug #44802, where the attachment has a % in the filename. It's properly converted to a %25, but Librarian bails out with a `400 Bad Request'. There are probably other characters that cause the same issues, but I haven't been able to check.
