"Needs discussion" flag should be a definition state instead

Bug Description
Whether or not the spec needs further discussion or needs drafting should be more visible. At the moment, we use a boolean flag to indicate whether or not the spec needs discussion, it would be better if that were simply part of the "definition status" of the spec.
So, instead of having a single Drafting state, we will have a Needs Discussion state and a Needs Drafting state.
