tab order incorrect for "+addticket" pages

Bug Description
I'm using Firefox 1.5.0.4
Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.8.0.4) Gecko/20060608 Ubuntu/
For example, visit this page:
https:/
Click in the Description box, then tab to Summary then hit tab again. Instead of moving to the "add" button it jumps up to the top left, "Request support" link. Pressing enter takes you to what appears to be the exact same page but with the typed in support request missing.
In my browser hitting "back" takes you to the typed in message, but not until a severe moment of panic passes.
