[Lucid Xubuntu] Can not perform an upgrade using "update-manager -d"

RELEASE: Lucid Lynx
CD/DVD VARIANT: Upgrade from Xubuntu 9.10 to Lucid
ISO BUILD: 2010-02-24

SYMPTOMS:
    Upgrade from Xubuntu 9.10 to Lucid using "update-manager -d" simply does not work. Update-manager comes up, click the upgrade button, it hangs for several minutes and comes back with an error "Can not connect to release notes; check your internet connection". This was done immediately after running "sudo apt-get update" in a terminal.

STEPS TO REPRODUCE:

    1. Install Xubuntu 9.10
    2. Run updates for the new installation
    3. Using Alt+F2, open a window. Type in "update-manager -d".
    4. Note update-manager has "New Ubuntu release '10.04' is available Upgrade
    5. Click on "Upgrade"
    6. Wait many minutes for error message.

There are no logs in /var/log/dist-upgrade at this time.

As of 2010-02-28, I am able to upgrade from both Xubuntu 8.04 to Lucid and Xubuntu 9.10 to Lucid. I am marking this bug invalid now.
