Unclear how to link a project to a bug tracker

https://bugs.launchpad.net/bugs/bugtrackers/auto-debbugs.gnu.org says "You can link a registered project to a registered bug tracker in the project's “Change details” page."

However, on the page https://bugs.launchpad.net/bugs/bugtrackers/auto-debbugs.gnu.org/+edit I cannot see where to add a link to the upstream GNU Emacs project.

There is a project page at https://launchpad.net/emacs which presumably I should be able to add somewhere.
