Bug Description

It has tags, but the activity log does not show who added them or when.

This bug is problematic when using the apport retracer as the retracer could remove the tag without adding a retrace and you would never know.

This won't be done for 1.1.7, it's better to spend time re-writing the activity log, instead of making improvements to the current implemenation.

Now a tag change even generates a comment, which may be a bit too much
for my taste, but at least it also shows up in the activity log (which
is good).
