kicker & kwin sit in infinite loop using nearly 100% CPU

Bug Description

Binary package hint: kdebase

kicker in 3.5.4 on edgy frequently goes into a loop doing the following:

open("/usr/share/X11/locale/common/xlcUTF-8.so.2", O_RDONLY) = -1 ENOENT (No such file or directory)
open("/usr/lib/X11/locale/common/xlcUTF-8.so.2", O_RDONLY) = -1 ENOENT (No such file or directory)

this started happening in the last couple of weeks, while it is doing this the machine is totally unresponsive

kwin also behaves the same way and for the same reason, sometimes at the same time as kicker and sometimes seperatly
