can't change the priority of a spec i just created

Bug Description

I just created a new spec and want to set it's priority. I clicked "Edit priority" and get

  Not allowed here

  Sorry, you don't have permission to access this page.

  You are logged in as Martin Pool.

Maybe only the project admins can change it? At th e very least I should see some explanation of that.

OK, Robert says that only the drivers can set this field. There is currently no driver assigned for launchpad-bazaar. At the very least the error should explain *why* I can't change it and who can change it.
