Shutdown fails after upgrade from sysvinit to upstart

Bug Description

After installing upstart and upstart-compat-sysv, I rebooted ubuntu from the gnome-panel. The system logged out of Gnome but afterwards as it was shutting down it got stuck and did not reboot. It printed an error saying "Shutdown: Unable to send message. Connection refused."

I'm unable to reproduce the bug. I tried booting and rebooting again but the error does not reappear.

This was covered in the original announcement -- you needed to do the first reboot with "reboot -f"
