Bug Description
Currently, it is only possible for an individual or team member to set themselves or their team as a bug contact. It is necessary that an authority figure be able to do this on behalf of a third party.
For example, we have an Ubuntu Printing Team. I am not a member of this team, but I am in a position to know with a great deal of authority for which packages it should be a bug contact. However, I have no way to make it so. I am forced to email a member of the team and ask them to make the changes each time I notice a discrepancy.

Perhaps we could permit distribution drivers to sign up anyone for package bug mail.
