update-manager-C.omf have empty identifier url

Bug Description

The empty identifier url is causing scrollkeeper-update to give the following error.

...
Updating /usr/share/omf/update-manager/update-manager-C.omf
I/O warning : failed to load external entity "/var/lib/scrollkeeper/(null)/scrollkeeper_cl.xml"
wrong content list file /var/lib/scrollkeeper/(null)/scrollkeeper_cl.xml
Cannot stat file: : No such file or directory

Is this dapper or edgy? I can't reproduce this on edgy.

ok. i'm having the same issue. i'm trying to "clean" my system because a problem with scrollkeeper. after i've uninstalled a lot of orphaned packages i'm getting this error.

at this point it seems related to something with locales or an automatix installed software.

if i've managed to find more info i'll put it here.

i'm on dapper

Looks to be invalid against update-manager because it was fixed in scrollkeeper.
