My webcam stays turned on after the boot process

Bug Description

When booting, the system detects my webcam and turns it on (I can see the blue light turned on). The webcam stays turned on...

If I don't use the webcam and I want to turn it off (Turn the blue light off), I have to run Ekiga, for example, then quit it so the "blue light" turns off.

It's a bit uncomfortable having the webcam turned on if you don't use it...

How can I help to solve that matter?

I have the same problem with Edgy RC1 and a Philips Toucam 740.
