Locale of KDM is not set to the wanted localisation

Bug Description

When you install Kubuntu and have choosen to install a german system, the locale of KDM isn't set.
So everything is German, but not the kdm-login-screen.

I didn't now wich package has to set this, so feel free to reasign.

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with latest Ubuntu release? Thanks in advance.
