Bug Description

If link is down during boot of ubuntu, the interface don't get ip address if link comes up after .

How long did you wait for an IP address?

I think this bug might be a duplicate of bug 59926
Can you reboot without a link, bring the link up and wait 10 minutes?

After link up I should wait for 4 minutes before receive ip address.
