Bug Description

xutils-dev provides imake|xmkmf, which is needed by xutils. xutils is a non-dev package. These dependencies result in non-development systems requiring cpp,xutils-dev to be installed. The easiest solution is to break imake out into a separate binary package ("imake").

Making a new imake package (as it was in dapper) would solve the bug I was about to report. On Edgy, I still have the imake and xmkmf packges installed, which probably should have been replaced by xutils-dev when I upgraded to Edgy. Because of this, I had satisfied build-deps for kdebase, which still wouldn't build (separate bug, probably, but would be solved by your suggestion, I think).

imake used to be a separate package, and it isn't going to be split again.

besides, xutils is a transitional package which is going away some time.
