System clock loses time.

Bug Description

Binary package hint: linux-image-2.6.17-10-powerpc

Powerpc (mac mini) loses system time. This seems to occur when system in under network load (eg. upgrading edgy packages) even when ntpd is installed.

While downloading ntp loses sync (if long download)
For a short download - 1.2MB, 70-80 KB/s (approx 15sec download time)

Experiment:

Downloading - 1.2 MB file, rate 7-10 KB/s (approx 2m 45s)
  ntp offset time - before | after | difference
  ntp-server - 0.241897 | 1.50306 [1] | 1.25416 [2]

Notes:
  [1] - Server lost sync during download
  [2] - Two seconds difference seen another machine on the network with 'date' command.

I'm happy to try any other tests, if required as this has been a problem in dapper, and I'm still seeing it in edgy.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are currently reviewing bug reports regarding older kernel versions. After review we feel this bug does not meet the criteria for a stable release update and are setting this bug's status to "Won't Fix". However, now that the 7.10, codename Gutsy Gibbon, release of Ubuntu is out, we were wondering if you can still reproduce this issue. Could you please download and try the new version of Ubuntu from http://www.ubuntu.com/getubuntu/download and report back your results? If the issue is still present in the new release, please attach the output from the following commands:

* uname -a > uname-a.log
* cat /proc/version_signature > version.log
* after a fresh boot execute - dmesg > dmesg.log
* sudo lspci -vvnn > lspci-vvnn.log
