xen-utils-3.0 missing python packages

Bug Description
all the xen utils seem to be broken because the python site-packages are missing from the current xen-utils-3.0. so for instance:
$ xm create winxp
Traceback (most recent call last):
File "/usr/sbin/xm", line 8, in ?
from xen.xm import main
ImportError: No module named xen.xm
renders xen pretty hard to work with.
