Syntax Highlighting Should be On by Default in vim-perl

Bug Description

vim-perl will only be installed by people wanting to use vim to code Perl. These people will benefit from syntax highlighting "just working". This requires a trivial change in /etc/vim/vimrc. (Dapper).

IMO, all vim packages should have this option enabled, but I assume it's off intentionally.

In fact, the default configuration for vim-perl could be improved in a number of ways, but I assume the preference is to change /etc/vim/vimrc as little as possible.
