cdrom only dist-upgrade not working because of openoffice.org-l10n

Bug Description

Currently a cdrom only install of dapper can't be upgraded with a edgy-alternate cdrom.

The problem are the openoffice.org-l10n-en-us installed from the dapper cd that are no logner available on the edgy CD. Those openoffice.org-l10n-en-us package conflict with newer openoffice.org-common packages and that makes the dist-upgrade choke.

After some debgging it turned out that the easiest and most reliable solution is was to add openoffice.org-l10n-en-us to the ship seed. I have done that with commit r837 and the next image should upgrade fine.
