supybot in need of updating

Hello,

This is just a friendly request (plea?) for someone to sync supybot
with upstream, as 0.83.1 does not work with the python-twisted
library. Supybot can be used without twisted, but is lacking in some
features, and is less skilled at things (no ssl, problems detecting
dead links etc)

there is a 0.83.2 upstream in debian somewhere, says the bots author,
which is supposed to fix this, but it has not found its way down.

I'd say the bug in question is enough to warrant pushing 0.83.2 down
to breezy since supybot is largely crippled without it, but that's me
talking without seriously examining the changes between them.
