apt-listbugs: Timeout retrieving bug reports

The inability to retrieve bug reports is not a minor problem.
This is a serious problem to every etch tester. If this problem
is not fixed before etch release, it will be serious problem
for ubuntu. As it stands I can not safely upgrade my etch server.
I don't feel like forcing downgrades, because I upgrade to a bugy
version.
