help html doesn't launch

Bug Description

path to help file launched from inside the program is set to /usr/share/qgis/doc/index.html

installed directory is currently
/usr/share/doc/qgis/index.html

doc and qgis got flipped.

This bug isn't quite trivial. The doc path is hard coded. Take a look at http://bugs.debian.org/355207 . I think at this point I'd probably be in favor of patching the source to change the hard coded path to the installed path. Debian should have this fixed for Dapper+1

I was just going to add a symlink in qgis.links for usr/share/qgis/doc to usr/share/doc/qgis. Bad idea? The dir gets created anyway? Thanks.

Uploaded 2ubuntu1 release with dpatch for path problem in src/qgisapp.cpp. Thanks for the suggestions!
