upstart and sysvinit can both be removed

Bug Description

In Edgy, the user can easily remove both upstart and sysvinit without getting any dire warnings from apt. This will, I believe, render the system unbootable.

Just to follow up and clarify, if I attempt to remove the bash package, which contains /bin/sh, I get the following warning from apt:

You are about to do something potentially harmful.
To continue type in the phrase 'Yes, do as I say!'

The same warning should be present if I attempt to remove the package which contains /sbin/init

You can remove the kernel, or the boot loader, without getting any message.

We opted not to make upstart Essential, and merely "required"
