Bug Description
This makes the magnifier start instead of the speech tool on chosing v2 form the F5 menu
Upstream orca developer agrees it's the most reasonable way to achioeve this ATM as orca does not have gconf keys or system wide config files.
Only the casper side of the patch is here

bug 67703 contains the ubiquity part of the patch as well and obsoletes this one.
