Loading Bar Doesn't Show Up in Edgy

Bug Description

Where ever a loading bar should be there isn't one. For example, if I download something on Firefox, the percentage will show up but not the blue bar. It also does this when updating the system and anywhere else you would find a loading bar.

changed this to ubuntu-meta because you are saying its everywhere not just usplash. Can you please attach a few screenshots of the issue. Is this on ubuntu, kubuntu, edubuntu, or xubuntu. What theme are you using and does it fix it if you use a different theme?

So far I have only used Ubuntu. I tried switching themes and it works on some themes. However Ubuntu starts up using the Human theme and this one doesn't show the bar. A picture is attached.
