Crashes if LC_ALL is null

Bug Description

Binary package hint: cinepaint

cinepaint crashed upon start if LC_ALL is null or if its set to "en_US.UTF-8". Setting it to anyother arbitrary value allows the application to execute correctly.

Upgraded distribution to feisty and the package to 10.21-2-0ubuntu1 and the problem is gone, thanks.

Unable to determine if the problem was distribution, library or application based, but upgrading to feisty and upgrading cinepaint to feisty's current version (10.21-2-0ubuntu1) seems to have solved the problem.
