Hal dependancy breaks publider build

Bug Description

When pbuilder attempted to install hal, it succeeded until it had to start the server, and then locked up.

This is true for Dapper I think, not sure if it happened on Edgy for me. It doesn't actually lock up, but actually waits very long time. Ctrl + 4 trick which sends signal to hal daemon, works at least on Dapper.

I guess the actual problem is not in pbuilder, but hal service (init script).
