Kubuntu 6.10 installs locale files for packages that are not included

Bug Description

Kubuntu 6.10 Edgy, en-gb locale

The default install includes mozilla-firefox-locale-en-gb (but firefox isn't installed) and thunderbird-locale-en-gb (but thunderbird isn't installed).

Neither of these two packages are on the CD - so why are their localisation files?

This is no longer an issue with Feisty and above, and I don't see it on my Edgy box either.
