IVTV Firmware should be included with Ubuntu

Bug Description

IVTV Has been introduced into Ubuntu 6.10 for the first time. Currently, it ships with a script that that will take a firmware package and convert it into a debian archive that can be locally installed.

It would be very useful to be able to ship the firmware directly with the distribution. Several other distros (knoppmyth and mythdora come to mind) will directly ship the firmware on their disks.

With accordance to http://www.ubuntu.com/ubuntu/licensing, there can be a case-by-case basis of firmware & drivers being included with a distribution.
