update-manager to edgy fails with finnish locale

Bug Description

The upgrade is stuck at python-minimal, with this spamming main.log: 2006-10-28 02:47:57,486 ERROR got ValueError from InstallPrgoress.updateInterface. Line was 'pmstatus:libc6:0.757378:libc6:n asetusten säätö
' (too many values to unpack)

(There's a newline after "säätö"). Attaching the relevant logs.

Seems to be I hadn't upgraded to the latest langpacks. The dist-upgrade process should notice this.

It happened again, this time at the 'apt' package:
