scrollbar damaged in multiline textboxes in (unique) windows in FS menus

Bug Description
Multiline textareas normally get a scrollbar, once the text needs more than the provided space. But if such a widget is used in a window (message box, help window, ...) inside the fullscreen menu, only an "up arrow" button is drawn in the top left corner.
However scrolling works (e.g. with mouse wheel)
This bug was once mentioned before (error text in the pop up window after throw wexception)
Easiest way to reproduce: open the in game help window (button in top right corner) in the multi player launch game menu.

Bug 612321, for anyone curious. Set it to duplicate of this, since this contains a better explanation of what is actually going on. Contains a screenshot, though.
