noone can set Release URL pattern except for product maintainer and registry admins

Bug Description

distro developers have great motivation to farm launchpad setting up upstream product release finding data, but have no ability to farm this data.

I want to give release managers, né drivers, the permission to manage all aspects of series, milestones, and releases so that they can complete the tasks the project owners task them to perform.

The release URL pattern is for projects not hosted in launchpad; for
these projects surely less security is needed - more community gardening
is needed.
