[needs-packaging] nanoc static web site generator

Bug Description

nanoc [http://nanoc.stoneship.org/] is a web site generator like webgen. In recent years, nanoc has been popularized (In fact there is a war nanoc vs webgen ;-)).

I think nanoc is worthy to stay in repositories of ubuntu. So, this is a petition for that.

nanoc has release versions not so frequently. So it could be easy of maintain.

Looking at the publishing history [1], it looks like https://launchpad.net/ubuntu/+source/nanoc has been available in Ubuntu since 14.10. :)
