Gnome-panel not working correctly after suspend

Bug Description

I'm using Edgy Eft on my desktop. Suspend to ram alwasy worked great in Gentoo, but in Ubuntu it's a bit weird. After I resume, sometimes, not always, I can't start anything anymore from the gnome-panel (via the menu's). If I switch to a console and run something like:
DISPLAY=:0 gnome-terminal
The application gets started as it should.
Running killall gnome-panel from that same console and afterwards restarting gnome-panel, makes everything work correctly again.
Whats wrong? I already tried reinstalling. I also had this very rarely in Dapper Drake.

Thank you for your bug. Is that specific to the panel? Looks somewhat similar to bug #49221

Well, I can start applications, only not from the panel.
As I said, I can run programs when I start them from a console.
In bug 49221 it seems completely impossible to start anything.
