Master volume slider has no effect on volume level

Bug Description
Sliding the master volume control on the gnome-panel or in the Volume Control dialogue does nothing.
I have an onboard intel audio chipset, it appears as an Intel ICH5:

To me, this is not a duplicate of bug #45345
I have the problem under Ubuntu 7.10 with an Intel ICH7 sound controller.
I see a "master" entry in amixer, so the issue is not about the "front" input used instead of "master" :

I have tried building the alsa drivers from source (1.0.15-rc3) but it didn't help.
The issue has been there for a few weeks now, can't really remember exactly when it started though but it definitely started under Ubuntu 7.10
