"Empty" PO files shouldn't be included in export

Bug Description
The tarball export from rosetta includes PO files for which translation hasn't actually begun yet, so there's a couple of hundred strings which are all ""
It'd be better (imo) if these just weren't included, as they're not yet suitable for deployment
