Capslock's LED doesn't turn on/off

Bug Description

Binary package hint: console-setup

When I press Capslock, the LED doesn't turn on, it is still off, but the letters are capitalized. Tested on my notebook and on my PC with Edgy base server installation. If Capslock is activated then you can't switch from the console (with activated Capslock) to others or to X (you must press Shift [Shift + Alt + Fx] to do). With activated Capslock don't work these keys: F1-F12, ScrollLock and may be other.
