RFE: Ability to restrict poll voting to members of a team

Bug Description

This is a request for enhancemente.

Problem: When creating a poll in Launchpad, any registered user in Launchpad can vote for it.

I would like to request a way to restrict who can vote on a poll, specifically two options:
 - only members of this team can vote
 - any Launchpad registered user can vote

This would be of particular interest to hold polls and vote important decisions within loco teams, eliminating tedious, long and imprecise email-based voting.

The polls were designed to only allow members of the poll's team to vote on it. It's a bug if this is not being enforced.

Do you have an example poll in which any registered user can vote?

I am not sure where I got this reported from originally, I should have filled the bug at the time. I'll try to reproduce it, sorry for the lack of info.

I have setup this poll to test:
https://launchpad.net/people/ubuntu-co/+poll/bug-76620-testing

I will only become open in a few hours, and won't expire until april 2007.

Once it's open (I'd suggest tomorrow whatever timezone you're in), try to vote for it. I can't since I am the team owner and don't want to create a dummy user just for this. I'll also be inviting other non-members to try it.

side note:
you can use https://staging.launchpad.net/ for testing. It runs a more recent version of Launchpad on top of a copy of the production DB. Everything you do there is discarded daily, so you're welcome to play with it. :)

I tested this locally and the team permission is enforced. Meaning that someone outside of a team can't vote on polls for that team.

Rejecting this for now, please re-open if you find a poll where the problem occurs.
