Bug Description
Evergreen version: 2.0.6
OpenSRF version: 2.0.0
PostgreSQL version: 8.4
Linux distribution: Ubuntu Lucid 10.04
We have encountered instances where bib records become unfindable via searches in the catalog / staff client. These bibs can only be found via direct database searching, TCN, or bib record ID. What seems to be happening is a staff member will begin to catalog a new item, create the necessary volume, but not complete the creation of the copy. This puts the bib record into a sort of limbo where the call number makes it disappear from the list as an "empty" bib since there is something attached, but it will not be visible because no copies are around.

I've tested this with our 2.0 system and it works quite well.

I've handled this for master and 2.1, but backporting to 2.0 is still pending
