when mouse moves to hotspots screen becomes 'orange' as if justifying the window

At times, I will get large orange vertical rectangles on my screen similar to what happens when trying to get windows to snap the left or right even though now window is being moved. See attached screenshot

I think this is a dupe of a compiz bug, but thought the desktop team should take a look.
