Bug Description
There some tests that test that upgrade of multi-arch packages work as expected:

However, they only assert that changes are to be made to the multi-arch packages. On closer inspection, the test setup makes the multi-arch packages broken, and the packages are marked for deletion, rather than for upgrade.
