initctl start does not exit once a state job enters the running state

Bug Description

I have a job as a state, i.e. one without a exec/script/whatever, only a pre-start and post-stop. When I try to start this job with initctl, it'll simply hang once it has entered the running state with this:

lmsensors (start) running

Yes, because you defined a task.

Add the word "service" to the job definition.
