Bug Description

Apport blocks the reporting of package isntall failures and crashes when the package is not an Ubuntu package, however in bug 937546 we can see an issue with the postrm script of a non-Ubuntu package. It seems that apport should also try to block the reporting of upgrade or removal failures of these packages too.
