I've also attached a sample .po files that I am unable to merge so that the difference can be seen between what is in Ubuntu and what is in Blender CVS.
If it is not a bug, could you direct me to someone who might be able to help me? I am the maintainer of Blenders translations in CVS and the idea of duplicated efforts regarding translations is undesirable :)

This actually matters. Think of people who, for instance, have Catalan
as their first language, typically also speak Spanish/Castillian, and
don't know English too well.
They want to see the Spanish texts if there's no Catalan version
available, not the English stuff.
