  I talked some with Vish in IRC today. It seems like we're in need of some more data to diagnose. I was unable to reproduce this issue in a little "all in one" nova.sh install that I did and Vish hasn't seen anything like it.
  We're assuming that the bug history and traces pasted represents different failures.

  Since you're able to reproduce with devstack, could you set up one on ubuntu either Natty or Oneiric, recreate and report:
 * git commit tip
 * nova.conf (as you have above)
 * traces that you see in the logs when the issue occurs

 I think you've addressed it, but make sure you're not just running out of IP addresses.
