Tested in an up-to-date xenial system:
- Enabled the proposed archive
- updated snapcraft to 2.8.8a
- add a stage package to the shout example.
- snapcraft

Works alright.

The fix in the code will work in xenial and yakkety creating the directory when it's not there, and doing nothing when it is in there.
